Description

Outsourcing provision of minor surgery procedures for Dermatology.

Total Quantity or Scope

The provision will need to be in the locality of the James Paget University Hospital NHS Foundation Trust, within a 10 mile radius. The Head Provider will be responsible for referral management- this is not an end-to-end service. The Service will provide a "See and Treat Clinic," treating a range of minor surgery Dermatological concerns performed by accredited Dermatologists and have access to an accredited histopathology service. This notice is an intention to award the contract under the Most Suitable Provider process. The contract is for 2 years and 5 months. This service is for outsourcing to a new provider.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight Friday 4th October 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The award decision makers include representatives of the contracting team along with an Operational lead and Consultant from the James Paget University Hospitals NHS Foundation Trust. A conflict of interest has been managed in accordance with Trust policy. The individual concerned has had no involvement in the project at any stage. This authority evaluated the key criteria which includes essential elements to ensure a safe and effective service is delivered to patients, using a robust scoring system. The areas for evaluation included: 1. Quality i. CQC registered ii. Delivered by registered/accredited individuals in accordance with the service specification iii. Have access to (and hold a contract with) an accredited histopathology provider iv. Able to deliver the service in accordance with the NHS Standard Contract/sub-contract including all relevant quality and reporting requirements 2. Value i. Provider needs to agree to a set local price aligned to NHS Payment System @ 85% of NHSPS unit price 3. Integration, collaboration and sustainability i. Provider must be committed to delivering service in line with local clinical threshold policies and primary/secondary care interface ii. Agree to be contracted to undertake circa 800 procedures per year 4. Improving access, reducing health inequalities and facilitating choice, and, 5. Social Value i. Offers a selection of days and times to facilitate choice ii. Must be able to meet service commencement date of 01/10/2024 iii. Be located close to the hospital
