Description
This service is commissioned by South East London ICB (Bromley) as a temporary service to establish additional, borough wide, same-day primary care capacity for winter illness as part of the winter response for 2024. The service will be known as 'Winter Illness Hubs'. The contract is for the period 4.11.24 to 18.2.25. This notice is confirmation of an award having been made due to an urgent circumstance

Legal Justification
This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Approved by SEL ICB - Bromley Procurement and Contracts Committee. No conflicts of interest were identified. Reasons for urgency: Increase in demand for GP services anticipated as a result of pause and subsequent restriction of blood tests as a result of the cyber attack Additional demand on GP services as part of undertaking restoration and recovery now services have transitioned back to Synnovis. Potential risk of impact as a result of collective action in line with BMA guidance; the intentions are unknown and cannot be fully defined at this stage These were unexpected factors that will exacerbate the usual winter pressures and therefore required a rapid procurement of additional GP capacity to maintain safe patient care over the Nov-April period
