This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 7 October 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Representations should be sent via email to: carly.capon@nhs.net Award decision makers are Head of Service. There were no conflicts of interest. East Sussex County Council and NHS England South East approached KCHFT to ask them to take over the Integrated Sexual Health Services and Level 3 Sexual Health Services that they commission in East Sussex from the incumbent provider, East Sussex Healthcare NHS Trust. Two previous attempts by Commissioners to tender these services resulted in no applications/successful award. The request to take over these services is urgent and to take place at pace as the incumbent provider is due to cease provision on 30 September 2024. University Hospitals Sussex NHS Trust has been providing the specialist on call service for some time and therefore processes and protocols are established. Where a patient is living with HIV there are significant risks if healthcare providers are unable to consult with an HIV specialist in regards to their care and treatment. • This is an out of hours on call service only. During normal working hours, Monday to Friday this service will be provided by KCHFT under their commissioned contracts. • Existing and established processes and protocols have been shared and agreed between Providers. • Continuing with the same Provider for this small element of the Sexual Health Services provision ensures continuity of service and continuation of established protocols for patients, service users and healthcare providers The specialist on call HIV service provided has been assessed to be of good value, providing a well established successful and effective service to date and continuation of the service with the established service provider has been assessed to be the most appropriate course of action for the benefit of patients and service users in East Sussex. The continuation of provision of this specialist on call HIV advice services an emergency situation which would have significant adverse impact on patient care if a speedy solution was not reached.
