Legal Justification
Following a contract notice published on 26th May 2021 (2021/S 000-011761) a Light Touch Regime procurement process was undertaken and, following evaluation of bids against the published evaluation criteria, no received tenders met the minimum requirements and no contract award could be made. A new contract was awarded via the negotiated procedure without prior Publication to the incumbent provider.
