Description
The Education Authority carried out a procurement to further develop the Unified Customer Experience for EA Admissions, Transport,SEN and Free School Meals for the period 4 September 2023 - 3 September 2025(with the option of a further 12 months extension). This was a mini competition via CCS Framework Digital Outcomes 6 Lot 1. The Education Authority is placing this transparency notice to alert economic operators of its plans to modify a contract in accordance with Regulation 72(1)(b) of the Public Contracts Regulation 2015 for an addition to the contract value of £650,000. This modification to increase value does not exceed 50% of the value of the original contract.

Legal Justification
This contract is not an award without prior notice. It is an increase in value of 50% of contract value to allow development on EA Connect to continue to provide a Unified Customer Experience for Admissions, Transport, SEN and Free School Meals improving the experience for parents, schools and EA staff. Regulation 72(1)(b) states: (b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor— (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, or (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the value of the original contract. This modification meets these conditions as the additional services must continue to be technically compatible with what has already been developed by the Contractor under this contract and to change contractor as this point would cause significant inconvenience and a substantial duplication of costs to procure replacement services. The value of this modification (£625k) also does not exceed 50% of the original contract value (£1.25m).
