Description
This opportunity relates to the replacement of the Scheme Delivery Framework (SDF), Pavement Delivery Framework (PDF) and could also include smaller contracts such as Technical, Surveys and Testing (TST) contracts. SDF and PDF are currently made up of different suppliers from specialist disciplines who work collaboratively to deliver network improvement and maintenance schemes in all regions of England. The TST contracts are individual contracts that currently contribute to the success of scheme information for both SDF and PDF. All of these frameworks and contracts enable National Highways to deliver renewals and small improvements across a range of activities, including substantial civil and structural works, pavement, barriers and drainage, traffic management activities and design services for a range of projects. Scheme Delivery Framework 2 (SDF2) will cover the Strategic Road Network (SRN), which is one of the biggest and most important pieces of infrastructure in the country. It comprises more than 4500 miles of motorways and major A roads which are at the core of our national transport system. National Highways is committed to delivering high-quality construction projects that meet the evolving needs of our stakeholders and customers. SDF has successfully facilitated numerous projects, and we are now preparing to develop the replacement to further improve the SRN.
Total Quantity or Scope
The current Scheme Delivery Framework (SDF) and Pavement Delivery Framework (PDF) are due to come to an end in September 2027 and December 2027 respectively. SDF2 is an exciting opportunity for existing and new suppliers who may be interested in bidding. This Prior Information Notice (PIN) is issued by National Highways, inviting suppliers to participate in market engagement activities to inform and shape the development of the overall strategy for the replacement of the SDF. There will be a number of market engagement activities, including, but not limited to: 1. A launch event to provide an overview of the forthcoming programme of works 2. A series of workshops to aid the development of SDF2 overall commercial and procurement strategy Following the release of this PIN, the launch event will be held on Microsoft Teams on 13 November 2024. Afterwards, three face-to-face workshops are due to take place on 20 and 27 November and 04 December 2024 across Birmingham, UK. Each day will be split into two sessions, and the proposed workshops will focus on topics as per the below: Workshop Day 1 – 20 November 2024 (Edgbaston Stadium, B5 7QU) Session 1 (AM) – Lotting model, including Principal Contractor Session 2 (PM) – Commercial Model Workshop Day 2 – 27 November 2024 (Millennium Point, B4 7XG) Session 3 (AM) – Contract Options, including Insurances & Liabilities Session 4 (PM) – Delivery, Early Contractor Involvement (ECI) & Efficiencies, Programming, Design and Build Workshop Day 3 – 04 December 2024 (Eastside Rooms, B7 4BL) Session 5 (AM) – Performance & Work Allocation, Session 6 (PM) – Procurement Act 2023 (PA23) (the new Regulations) - the Procurement process, Social Value & Carbon, and Health, Safety and Wellbeing A maximum capacity of 100 suppliers per session is permitted. Suppliers are asked to identify one key personnel within their organisation group, and any associated companies to attend each session due to limited space and each supplier representative is only able to attend a maximum of 3 sessions. To submit an expression of interest to attend, suppliers must complete the following form by 17:00 on 6 November 2024: https://forms.office.com/e/pfuCeHVMXX When submitting an expression of interest form, suppliers will be asked to identify their preferences for which workshop sessions they wish to attend. National Highways will endeavor to take these preferences into account when allocating session attendance. However, we are unable to guarantee suppliers will be able to attend their first preference. Due to capacity restraints at the venues and to ensure a range of views can be shared at each session, suppliers who express an interest may be invited to attend any of the sessions stated above. National Highways will automatically offer a virtual follow-up meeting after each workshop to review topics discussed, gather further feedback to those unable to attend the face-to-face workshops.
