Legal Justification

This proposed under threshold direct award is justified (a) under Section 32 of the PCR 2015 on the basis that given the current configuration of the system the current supplier is technically the only one able to provide the solution, and, (b) under Para. 7.3.3 of the CEC CPRs where an exemption is required to ensure continuity or to safeguard the Council's interests.
