Description
County Durham Drug and Alcohol Recovery Service. The Service aims to enable individuals to become 'free from their dependence' and reduce the harm caused by substance misuse to families, communities, and society as a whole. The Service is underpinned by an emphasis on the local 'think family' approach, helping to support individuals through their recovery process, reducing vulnerabilities, safeguarding and risk within the wider context of their family unit, as appropriate.

The Service aims to enable individuals to become 'free from their dependence' and reduce the harm caused by substance misuse to families, communities, and society as a whole. The Service is underpinned by an emphasis on the local 'think family' approach, helping to support individuals through their recovery process, reducing vulnerabilities, safeguarding and risk within the wider context of their family unit, as appropriate. Durham County Council are intending to award a contract to an existing provider following Direct Award C (under PSR) for the period 1st August 2024 - 30th September 2025 with a value of £20,012,171

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 5pm on Thursday the 24th October 2024 to procurement.decisions@durham.gov.uk. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

The council has fully considered each of the key criteria when making a decision on the award of this contract. A particular emphasis was placed upon: • Quality and Innovation, in light of the positive outcomes achieved by the service against key performance indicators (for which the service is exceeding national averages) and the Outstanding judgement received from the Care Quality Commission in February 2022. • Integration, Collaboration and Service Sustainability, as the provider works in partnership with a range of organisations across County Durham to ensure that integrated pathways are in place, provides in-reach into other services/organisation to facilitate referral pathways and address additional needs to support service users' recovery journey, and utilises input from people with lived experience to shape service delivery. • Improving Access, Reducing Health Inequalities and Facilitating Choice, due to increases in accessibility via the introduction of an outreach vehicle, options to access the service digitally, the provision of mobile devices to clients, and service reviews to improve the inclusivity of underrepresented groups, whilst service users are treated as individuals and provided with personalised care, with treatment tailored to their individual needs. Based upon the assessment of the provider's past performance across the key criteria and its ability to continue to deliver against these, the council has taken the decision to award the contract to the incumbent provider. The council has fully considered each of the key criteria when making a decision on the award of this contract.
