This is a notice of intention to award a contract under the Health Care Services (Provider Selection Regime) Regulations 2023, Direct Award Process C to the current Provider - Hull and East Yorkshire Anaesthetic Syndicate Ltd., Princes House, Wright Street, Hull, East Yorkshire, England, HU2 8HX.The Provider will support with the provision of additional theatre sessions. HUTH will identify a cohort of patients who require surgical intervention. The patients will be operated on by Provider staff with HUTH providing facilities for the inpatient procedures.CPV Code – 85111100 – 1 (Surgical Hospital Services) The contract will operate 01/11/2024 to 31/03/2025 with an estimated lifetime value of £570,000 in total.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 - Direct Award Process C. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.The publication of this notice marks the start of the standstill period. Representations by providers must be made by 17:00hrs 28/10/2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to Neil Dodds - neil.dodds1@nhs.netThe Provider is satisfying all requirements of the current contract with regular reporting and monitoring of KPIs and is expected to fully satisfy the requirements of the new contract. An assessment of the current Provider with regard to the key criteria was conducted and it was concluded that the Provider is meeting the required standards with high quality services provided with experienced surgeons at value. They provide an integrated service within the Trust's care system helping to fully utilise theatre capacity, reducing waiting times, increasing patient flow and enhancing patient choice and accessibility, while also supporting employment in the local community.The decision to award the contract was made by the executive cabinet following discussion at the board meeting on the 08/10/2024.A potential conflict of interest was identified as the clinical lead for the Provider also works as a consultant for HUTH. The non-conflicted members have assessed the nature and risk of this conflict, and have decided which steps to take to avoid or manage it. All staff within the Trust are asked to complete conflict of interest forms and secondary employment forms where applicable. These are held on a register which is monitored by the Audit and Risk Governance Committee and managed by the Information governance and Human Resources departments.
