Description

The London Borough of Harrow is looking to commission a service that will provide mobility assessments for non-automatic applications for Concessionary Travel, for a contract term of 3 + 2 years. We are in the process of reviewing our specification for mobility and hidden disabilities assessments. To assist us in developing the specification, we would welcome your feedback and suggestions based on your experience as to the delivery approach that best supports service users.

Total Quantity or Scope

Prior Information Notice: Opportunity to Supply Concessionary Travel Mobility & Hidden Disabilities Assessment to the London Borough of Harrow (the Authority) … The Authority provides the following three concessionary transport services for eligible residents: • Freedom Pass: Allows free travel in the Greater London area on buses, tube, Overground, national rail (London), DLR and Tramlink, for older and disabled people who reside in the Borough. It also allows free bus travel on local bus services anywhere in England. The Harrow Discretionary Freedom Pass only allows travel within Greater London. • Blue Badge: The Blue Badge scheme gives free and dedicated parking close to amenities for drivers and passengers with mobility-related disabilities, or who are blind. Blue Badge holders are able to park on yellow lines for up to three hours and are also exempt from the central London congestion charge. A pass is valid for a maximum three-year period when holders have to reapply. • Taxicard: for people with serious difficulties with walking (including breathing problems and sight loss) to travel in taxis in London at reduced rates. Market engagement We are in the process of reviewing our specification for mobility and hidden disabilities assessments, with the intention to go out to market in January 2025. To assist us in developing the specification, we would welcome your feedback and suggestions based on your experience as to the delivery approach that best supports service users. To capture this information, we have developed a short provider questionnaire and invite participation in this stage of engagement.
