Description
The purpose of this notice is to notify the market of the contract opportunity for the supply and distribution of rock salt and associated deicing products which is being conducted by the Welsh Government Commercial Delivery Division (WGCD). The WGCD acts on behalf of the public sector in Wales to deliver value for money from the procurement of common and repetitive good and services for Wales. The WGCD on behalf of the Welsh public sector wishes to establish a collaborative framework agreement for rock salt and associated deicing products. The framework will replace the current WGCD Rock Salt and Associated Products Framework (NPS-CFM-106-20) when it expires in 2025. The new framework will be made available for use by all WGCD customers. The WGCD is striving to develop a vibrant Welsh economy capable of delivering strong and sustainable economic growth by providing opportunities for everyone in Wales. Sustainable development means ensuring that our actions contribute in the round to social, economic and environmental well-being now and in the future; improving the environment, building stronger communities, reducing social exclusion and poverty and encouraging the development of the economy. The intention is to achieve the very best value for money in the widest sense. Consequently, social value clauses will be considered as part of proposed procurement as core or non-core or a combination of both to address socio-economic and/or environmental issues.

Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: Social value for this framework will focus on delivering environmental improvements and as such will be evaluated as part of the sustainability criterion. However, social value can be included as a criterion for Participating Organisations to utilise at call of contract level as required. Social value proposals should be planned on a cost-neutral basis. (WA Ref:144992) The buyer considers that this contract is suitable for consortia.
