Description

This contract is for a full Technical Support and Spares Supply arrangement (including all aspects of both light and heavy maintenance) relating to 29 x 6-car Class 395 electric multiple units

Total Quantity or Scope

This contract will provide the full technical support and spares supply arrangements (including all aspects of both light and heavy maintenance) for SE Trains Limited's Class 395 fleet for a term of three years, from the services commencement date in January 2025 and with a further one year optional extension.

Legal Justification

This contract is being awarded in compliance with the Utilities Contract Regulations 2016, specifically pursuant to Regulation 50 (1) (a) which states that: "Utilities may use the negotiated procedure without prior call for competition in the following cases- (a) where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to a procedure with a prior call for competition, provided that the initial conditions of the contract are not substantially altered". SE Trains previously issued a call for competition (FATS reference 2023/S 000-024274) but did not receive any suitable tenders, as detailed in the contract award notice (FATS reference 2024/S 000-036508). SE Trains Limited can confirm that the conditions of the contract are not substantially altered from this prior call for competition
