Legal Justification
This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The provider of Adult ADHD/ASD assessment services in Leeds has paused referrals due to capacity issues. WYICB has agreed to support by funding a short term (6mth) service that will review wating lists, offer alternative support to patients and support them in accessing services. The urgent award is to fund the GP confed to provide this service – they are the only provider able to provide at short notice due to their ability to view EPR (system one/EMIS) and update records. They also have the clinical capacity to meet with patients and support into alternative services where appropriate. Decision made by Director of Partner Relationship Management in conjunction with the Leeds Director of System Integration. There are no conflicts of interest identified.
