Description

Community Spirometry Service, to support the diagnosis of COPD and Asthma.

Total Quantity or Scope

The community spirometry service provides a referral pathway to allow practices/PCNs to refer patients to the community-based spirometry service for diagnostic purposes if practices are unable to deliver spirometry testing. The service will triage all referrals from primary care ensuring the appropriate pre referral tests have been undertaken. The service will offer the provision of a timely diagnostic quality assured spirometric assessment of patients with respiratory symptoms in line with current national recommendations. Once the spirometry test is completed the service will interpret the findings from the test and share a report back to the referring clinician to enable future management of the condition. The contract is awarded from 24th June 2024 through to 31st March 2025, with a total contract value of £75,417, due to the withdrawal of another provider. This will allow the necessary time to mobilise the new arrangements. This also ensures stability of provision and access to this service within the stated locality. NHS Suffolk and North East Essex Integrated Care Board are awarding the contract named within this notice due to an urgent circumstance which is outlined within the Health Care Services (Provider Selection Regime) Regulations 2023.

Legal Justification

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.' The contract is awarded from 24th June 2024 through to 31st March 2025, with a total contract value of £75,417, due to the withdrawal of another provider. This will allow the necessary time to mobilise the new arrangements. This also ensures stability of provision and continued access to this service within the stated locality. This award is being made urgently and the reason for the urgency was not foreseen by the ICB for the reasons outlined within this notice. This award is being made in order to prevent risk to patient and public safety, and the ICB is not able to satisfy the requirements of regulations 6 - 13 for the reasons outlined. No conflicts of interest, or potential conflicts of interest, were declared by any decision makers. Decision was made by Deputy Chief Executive and Director of Strategy and Transformation - 24th June 2024
