Description
The North Eastern Universities Purchasing Consortia (NEUPC) are leading on a process to award a framework for floor coverings. The scope is to include the supply, fitting and maintenance of primary and secondary entrance matting, carpet tile, broadloom carpet, roll vinyl, safety vinyl, acoustic vinyl, vinyl tile, linoleum, static control flooring, rubber flooring and laminate flooring. Bidders are expected to be able to provide supply, fitting and maintenance of all the in scope products. The framework is going to be available to all members of NEUPC, as well as all members of LUPC, SUPC, HEPCW and NWUPC. It is intended that Supply, Fitting and Maintenance of Floor Coverings – Regional. Where scores were equal during evaluation or within 5%, NEUPC exercised the right to increase the number of Bidders awarded under regions where this applied and the Authority reserved the right to proceed with a lower number of Bidders for all or any Region(s). Bidders will be expected to supply flooring products and services to 100% of the Members in the sub-region that they bid for. This agreement will be open to universities and their partners regardless of whether or not they are to be defined as contracting authorities for the purpose of the PCR 2015. It is anticipated that some of the future call off contracts under this framework may be part funded from external streams, including European Union (EU) funding and (ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants.

Bidders are expected to be able to provide supply, fitting and maintenance of all the in scope products. The framework is going to be available to all members of NEUPC, as well as all members of LUPC, SUPC, HEPCW and NWUPC. It is intended that Supply, Fitting and Maintenance of Floor Coverings - Regional and will be awarded to up to 4 Bidders per sub-region, provided that there are a suitable number of Bidders which meet any required minimum standards. NEUPC reserves the right to proceed with a lower number of Bidders. Bidders will be expected to supply flooring products and services to 100% of the Members in the sub-region that they bid for.

NEUPC recognises that some of its Member Institutions are currently, and may in the future, fall outside of the legal definition of a "body governed by public law" for the purposes of the public procurement regime. Whilst each Member Institution should take its own legal and commercial advice as to the suitability or otherwise of a framework agreement, NEUPC does not impose any additional restrictions on use of its framework agreements by such Member Institutions. This agreement will be open to members and their partners regardless of whether or not they are to be defined as contracting authorities for the purpose of the PCR 2015. It is possible that some of the future call off contracts under this framework may be part funded from external streams, including European Union (EU) funding (eg ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
