The London Borough of Harrow is intending to award a contract to VIA Community Ltd for Adults Substance Misuse following Direct Award Process C in accordance with the Provider Selection Regime (PSR) The total contract value over the 5 years (3 year contract with the option to extend for a further 2 years) is £8,967,101 and the contract will commence on the 1st April 2025 and expire on the 31st March 2028 - the Extension period is 1st April 2028 until 31st March 2030 The service delivered by VIA Community Ltd for Adults includes: VIA Harrow offers comprehensive adult services (18+) for substance misuse, providing support and treatment for individuals struggling with drug and alcohol addiction. They aim to help individuals achieve recovery and maintain a healthy, substance-free life. VIA offers a structured range of services from Tier 1 to Tier 4 to enable this. Tier 1 services include training and advocacy across the community, focusing on education and prevention. Tier 2 services provide targeted interventions for individuals at risk, offering brief educational sessions and signposting to further support. Tier 3 services involve specialist interventions for those with more significant substance misuse issues, including one-on-one counselling and group therapy. Finally, Tier 4 services are for individuals requiring intensive support, involving close collaboration with adult providers to facilitate referrals for specialist treatment and rehabilitation programs. VIA work closely with the CYP provider, COMPASS, to ensure there is joined up working for service users in the transitionary age range (18-24) or when families are impacted. VIA also commission a peer-led recovery network (build on belief) to support service users sustain their recovery. Their offerings include social activities, support groups, and practical assistance, all designed to help individuals build confidence and develop new skills. The service emphasises a community-based approach, encouraging peer support and mutual aid to foster recovery and well-being. VIA also offer a range of other essential services to support individuals dealing with substance misuse. This includes Blood Borne Virus (BBV) testing, vaccinations, smoking cessation programs, and naloxone provision. They also provide Employment Support through access to Individual Placement & Support (IPS) with a dedicated employment specialist. Additionally, their Criminal Justice Support includes prison in-reach and probation satellites to assist those involved with the criminal justice system.
