Description

This procurement was for a concession contract and was run under the Concession Contract Regulations. Warwickshire County Council (the Council) was seeking an concessionaire/operator for Reuse Shops located at the Warwickshire operated Household Waste Recycling Centres. The Council procured the contract in the following lots: • Lot 1 - Operation of Lower House Farm and Hunters Lane Reuse shops • Lot 2 - Operation of Princes Drive, Burton Farm, Cherry Orchard, Wellesbourne, Stockton and Shipston Reuse shops/point In 2022/23 over 1,000 tonnes of items were reused through the shops and the turnover across all eight shops was around £1 million. In return for the opportunity to run the reuse shops the concessionaire/operator will pay a concession fee to Warwickshire County Council. Leases will sit alongside the concession contract. The initial contract term will be for a period of 5 years (60 months). However, the Council reserves the right to extend the contract by further periods not exceeding 60 months (5 years) in total. This means the maximum possible Contract term is 10 years (120 months) in total.

Other Information

The Council tendered the requirement in two lots, however the awarded bid was a variant bid. The variant bid was for one contract to run all Warwickshire reuse shops. During the course of the Contract period the range and scope of these services may be subject to modification and variation to meet the changing needs and requirements of the Council, potential changes in legislation and the changing demands placed on the Council by its customers.
