Description
The NAEI is a long-running programme which has been responsible for producing the UK’s Greenhouse Gas and Air Quality Pollutant Inventories in order to meet its domestic and international reporting obligations, to inform decision makers on the impact of policies on emissions, and to aid in the development of new policies to help the UK meet its long-term climate and air quality targets. The core delivery of the inventory products and outputs take place in the Lot 1 contract. The key activities of this Lot 2 contract include: • Assuring key products and plans arising from the Lot 1 NAEI. • Developing and delivering holistic assurance activities to look across the entire Inventory system. • Designing and maintaining an Inventory Improvement Strategy. • Creating improvement project specifications to be commissioned. • Delivering secretariat functions for GHG and AQ governance groups.
Total Quantity or Scope
The objectives of this Lot are to: • Review and provide recommendations to strengthen the Lot 1 Quality Assurance and Quality Control processes across the full Inventory cycle. • Review the UK’s institutional arrangements, including governance, and provide recommendations for improvements. • Review the Lot 1 strategy and planning for Data Supply and Improvement Plan and Capability and Resilience Plan assessing effectiveness of prioritisation and providing recommendations for improvement (further information in Lot 1 ITT). • Deliver an assessment the robustness of inventory methodologies and assumptions. • Establish a robust Inventory Improvement Strategy. • Design impactful improvement projects which deliver excellent value for money. • Deliver an effective secretariat for the Government’s Inventory governance groups. These aims and objectives will be delivered through three work packages: • Work Package 1 (Section 4.1) – Programme Management • Work Package 2 (Section 4.2) – Inventory Assurance • Work Package 3 (Section 4.3) – Inventory Improvement
