Description
YPO are looking for Providers to be appointed onto a Framework Agreement for the supply and probable re-stocking and maintenance of of Vending, Dispensing and Water Cooler Solutions for use in the education market, local authority sectors, NHS, Emergency Services and all Government funded bodies. This Framework is designed to meet the needs of YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Provider and the Provider delivered direct to the end customer.
Lot Division
1 | Vending Solutions This lot will include chilled and non-chilled Snack Machines, Drinks machine and Carousel Machines to fulfil vending and unattended retail solutions for the provision of ambient and chilled drinks and ambient and chilled food items. |
2 | Unattended Retail Solutions (Hot Food) This lot will include machines that deliver food in a ready or nearly ready to eat manner. This may be to produce 24 hour feeding for customers. |
3 | Hot Beverage Solutions This lot will include hot drinks machines that dispense cups where appropriate and have a no cup option. Customers can choose from both free standing and table top hot drink machines with either plumbed in or bean to cup or sachet. |
4 | Juice Dispensing Solutions This lot covers Juice Dispensing machines both free standing and table top. Juice Dispensing Machines cover, but not limited to: Fresh Juice Dilute Juice Smoothies & Milkshakes Fizzy Drinks Sparkling Water |
5 | Reverse Vending Solutions A machine which undertakes ‘reverse vending’ that essentially takes back back a product to be disposed of correctly. There may be an exchange for the product which could be but not limited to: Money Token |
6 | Water Cooler Solutions This lot covers water dispensing machines either plumbed in or bottle fed. Customers may require two temperature options, chilled and room temperature. |
7 | Innovative Solutions This lot has the scope for providers to offer customers new and innovative machines and technologies that are not covered in the above lots but fit within the scope of this Framework. These solutions must adhere to all relevant legislative standards. YPO reserve the right to deem if the suppliers offering fits within the scope of the procurement or not. |
8 | Multi-Category This lot allows customers to buy from two or more lots listed above. Customers may award a contract to a single supplier or award the lots separately. In case of awarding one supplier, only the providers on all lots included in the Call-Off will be able to participate. If the customer wishes to award the lots separately all providers on the relevant lots will be able to participate. |

Renewal Options
The Framework Agreement will cover the period from 17th December 2024 to 16th December 2026 with two options to extend for an additional 12 months. The first decision to extend the Framework period will be taken by the end of September 2026 and will be dependent on satisfactory completion of all aspects of the Framework to date, the current market conditions for this category and YPO’s contracting structures. The maximum Framework period will therefore be 4 years, from 17th December 2024 to 16th December 2028 (subject to an annual review, and KPI performance).

Other Information

Please see the below link for details: https://www.ypo.co.uk/about/customers/permissible-users . YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
