Description
NHS Greater Glasgow & Clyde wish to appoint an independent advocacy service for children and young people who are being treated in Skye House and Ward 4 of the Royal Hospital for Children. This is a highly specialised service mandated by the Mental Health (Care and Treatment) (Scotland) Act. the service is usually non instructed and is governed by clearly defined principles and standards.
Total Quantity or Scope
An Independent Advocacy Service for NHS Greater Glasgow & Clyde's Specialist Childrens Services Hosted Services which include the West of Scotland Adolescent Inpatient Unit and The Child Inpatient Unit. The Service will be provided to the whole spectrum of mental health service users up to the age of 18 years and the diversity of the population including gender, ethnicity, age, disability (physical or otherwise) and sexuality.

Renewal Options
The tender includes the ability to add practices to the service enabling future flexibility if additional funding is made available. There is currently funding available for the service delivery as detailed in this Specification. If additional funding becomes available, the business will be awarded to the successful supplier without further competition.

Legal Justification
Searches carried out with Scottish Independent Advocacy Alliance have confirmed that the current supplier is the sole provider for this type of service in West of Scotland. Competent suppliers are located in other areas of the UK but these tend to have a limited and specific geographical reach. Previous tendering exercises have resulted in a single bid from this supplier. This is a specialist service which requires indepth knowledge of the psychiatric inpatient setting in Glasgow. To achieve a comparable level of skill, suppliers would need to undertake extensive training over a considerable period of time which would result in disruption to the existing service- a transition period of a minimum of 12 months would be required.
