Legal Justification
This course has been identified as it provides appropriate course content and examination to allow SDA Engineering staff to become SQEP in being an approval authority allowing audit and acceptance of system design. The appropriate course provided must be performed in person, and be in compliance with IEC 61508, including exam to receive the relevant qualification. There is a substantial shortfall within the MoD of engineers with specific experience and qualifications in both the hardware and software domains with respect to functional safety and delivery of high integrity software-based systems. Attending this course will increase the SQEP within the Dreadnought EC&I (Electrical, Control & Instrumentation) team (and wider) and enable the team to understand and be able to challenge our DNA contractors and their suppliers in the delivery of systems to support compliance with IEC 61508. The training provides a formal qualification of Functional Safety Engineers with an Internationally recognized standard which will, once successfully completed, result in registration of the individual with the TÜV Germany Functional Safety Training records. This approving body authorizes the use of Functional Safety Engineer (FS Eng) to individuals on the successful completion of an exam. The course provides an overview of the entire IEC 61508 lifecycle and details how key aspects such as Verification, Validation, Functional Safety Assessments and Audits can be practically implemented which will address the knowledge shortfall within the C&I Team and enable them to effectively fulfil their role as the Technical Lead across a number of systems and as the Approving Authority (AA). This is a one-off course requirement to allow 12 students to complete and gain this qualification. Award of contract without Prior Publication complies under regulation 32; absence of alternative supplier.
