Description

Homecare Medicines Services Preliminary Market Engagement Notice The East of England NHS Collaborative Procurement Hub (the Authority) is procuring a Framework Agreement for the provision of Homecare Medicines Services. The aims and objectives of the Framework Agreement is to provide a Homecare Medicines Service for primarily for NHS Trusts in the East of England, London, North West and South East. Associate membership to the framework agreement is available to any publicly funded entities who sign the framework customer access agreement. The purpose of the PME is to inform potential suppliers of our intention to procure this service but also to engage suppliers to understand market capability and capacity to deliver the service. This notice is for information only and the Contracting Authority reserves the right to not proceed to tender or at its absolute discretion to amend it at the time of issue of any further notice or notices or at any other time. Potential suppliers are asked to take part in a short market engagement questionnaire. The information provided will help to form the way the service specification is designed for the framework agreement. Potential Scope and Service Requirements This framework agreement is for the provision of Homecare Medicines Services to member organisations in the East of England NHS Collaborative Procurement Hub (EOECPH), NHS Commercial Solutions (NHSCS), NHS London Procurement Partnership (NHS LPP), NHS North of England Commercial Procurement Collaborative (NOE CPC) and South East Pharmacy Procurement Service (SEPPS). Associate membership to the framework agreement is available to any publicly funded entities (not already a full or pharmacy member of the above mentioned organisations) who sign the framework customer access agreement. The scope of the Framework Agreement includes: • Lot 1 - Low Tech Homecare Medicines Service • Lot 2 - Mid Tech Homecare Medicines Service • Lot 3 - Homecare Medicine Services for Antibiotic Products • Lot 4 - High Tech Homecare Medicines Service • Lot 5 – Homecare Medicine for Injectable Chemotherapy • Lot 6 – Hub and Spoke Controlled Pick-up Model • Lot 7 - Homecare Medicine Services for Immunoglobulin Therapies • Lot 8 – Homecare Medicine Services for Bleeding Disorders Suppliers should note that the lots above may be subject to change. Framework Details Procurement Procedure: Open Proposed Framework Length: 12 months with the option to extend by 3 periods of 12 months for a total duration of 48 months The estimated annual contract value is 3,250,000,000. The estimated value of the contract for the initial one year period is £3,250,000,000. If all contract options are taken, taking the contract duration to the four year maximum term, the total estimated contract value will be £13,000,000,000. These estimated values include the medicines, dispensing, delivery, patient training and medicines administration for NHS funded services. The main objectives of this procurement are to: • Provide ongoing route to market for safe and effective homecare medicines services. • Provide ongoing route to market for manufacturer funded homecare medicines services. • Ensure latest regulatory requirements and best practice guidance are duly incorporated into the contract. Service Fundamentals Suppliers will work in partnership with the Purchasing Authority to ensure: • Patient safety • Best possible clinical outcomes • Patient satisfaction • Minimal additional costs to the Participating Authority as a publicly funded body As well as that prescribed treatments are delivered in accordance with: • The Medicines Homecare Pathway • Individual Patient Care Plan and Equality and Diversity policy if special needs have been identified

The Purchasing Authority and Supplier will comply with the current Royal Pharmaceutical Society (RPS) Professional Standards for Homecare Services in England and Wales. To the extent applicable, the Supplier and Purchasing Authority shall comply with all requirements of relevant regulatory bodies e.g. General Pharmaceutical Council, Medicines and Health Regulatory Agency, Care Quality Commission and Nursing and Midwifery Council.
