Description
he objectives of the WMCA TDM and Active Travel Framework are to: • To plan and deliver packages of TDM, sustainable travel behavioural change and active travel • Support delivery of planned behavioural change at scale; • Provide capacity at short notice to develop and deliver localised TDM strategies and activities. • To plan and deliver packages and events that encourage cycling It is the WMCA's intention to make this Framework accessible to other local authorities and organisations in the UK. Please refer to the individual Lot descriptions at II.2.4 for further details. The Framework itself is comprised of 5 Lots, each of which will be detailed within this award notice. As this is a Framework Agreement it is not known at this stage what the aggregate value of spend will be across the various Lots. The figure given below is an estimate of WMCA spend over 4 years for tendering purposes only, please note that WMCA cannot be held to this figure.
Lot Division
1 | Evidence Based Travel Demand Management It is expected that the successful service providers on Lot 1 will work closely with the WMCA to develop, deliver and monitor a range of Travel Demand Management strategies. It is WMCA's intention to make the framework available to other local authorities in the UK. This will consist of the following (but not limited to): - all county councils, borough and district councils and unitary authorities throughout England, Northern Ireland, Scotland and Wales — all those bodies listed in Statutory Instrument 2014/2234 — The Whole of Government Accounts (Designation of Bodies) Order 2014, http://www.legislation.gov.uk/uksi/2014/2234/schedule/made including future bodies as well as bodies being established as a result of re-organisations, and any subsequent order(s) should the 2014 Orders be collectively or individually repealed. For the avoidance of doubt, this shall include, but not be limited to, all local authorities and all Integrated Transport Authorities including those not listed in the 2014 Orders but who are members of the Urban Transport Group as currently listed under https://www.urbantransportgroup.org/about-us/our-members — public transport providers in England, Wales, Scotland, Northern Ireland and other parts of the UK registered with Vehicle and Operator Service Agency. Private entities/companies that are not bound by public procurement regulation, and that are not classed as ‘contracting authorities’ under the PCR 2015 may also access this framework if required. 2 | Behaviour Change Amongst other requirements, the successful providers will be expected to deliver sustainable travel and behavioural change projects and strategies based on areas of working with stakeholders, Local Authorities, Transport Operators and other partners. It is WMCA's intention to make the framework available to other local authorities in the UK. This will consist of the following (but not limited to): - all county councils, borough and district councils and unitary authorities throughout England, Northern Ireland, Scotland and Wales — all those bodies listed in Statutory Instrument 2014/2234 — The Whole of Government Accounts (Designation of Bodies) Order 2014, http://www.legislation.gov.uk/uksi/2014/2234/schedule/made including future bodies as well as bodies being established as a result of re-organisations, and any subsequent order(s) should the 2014 Orders be collectively or individually repealed. 3 | Cycle Training The successful service providers will be expected to deliver a full spectrum of Cycle Training services within the West Midlands. This will include training for children/young adults, Adults and cycle instructors. It is WMCA's intention to make the framework available to other local authorities in the UK. This will consist of the following (but not limited to): - all county councils, borough and district councils and unitary authorities throughout England, Northern Ireland, Scotland and Wales — all those bodies listed in Statutory Instrument 2014/2234 — The Whole of Government Accounts (Designation of Bodies) Order 2014, http://www.legislation.gov.uk/uksi/2014/2234/schedule/made including future bodies as well as bodies being established as a result of re-organisations, and any subsequent order(s) should the 2014 Orders be collectively or individually repealed. 4 | Cycling Events Service providers on Lot 4 will be expected to organise and run both large and small scale cycling events providing the opportunity for residents to use and enjoy their streets and spaces in a different way – one that provides a safe environment for all ages to cycle and socialise. This will include organising Traffic Free and Pop Up cycling events. It is WMCA's intention to make the framework available to other local authorities in the UK. This will consist of the following (but not limited to): - all county councils, borough and district councils and unitary authorities throughout England, Northern Ireland, Scotland and Wales — all those bodies listed in Statutory Instrument 2014/2234 — The Whole of Government Accounts (Designation of Bodies) Order 2014, http://www.legislation.gov.uk/uksi/2014/2234/schedule/made including future bodies as well as bodies being established as a result of re-organisations, and any subsequent order(s) should the 2014 Orders be collectively or individually repealed. 5 | Supply Chain for Pedal Cycles Pedal Cycle ownership or access is one of the barriers for many people to get into cycling. Service providers on Lot 5 will be expected to source product, deliver and manage all elements of the supply chain for pedal cycles, accessories and associated items. It is WMCA's intention to make the framework available to other local authorities in the UK.
