Prior Information Notice in regards to procurement of Future Border Radiological Nuclear (RN) Detection Capabilities.

Total Quantity or Scope

The Home Office is keen to gain valuable provider insight and are seeking views from potential providers on how best to deliver Radiological Nuclear (RN) Detection service at UK borders. Please note that this is not a call for competition, neither is it a procurement exercise but an opportunity for the Home Office to better understand the supply market for providers to showcase their ideas. Border Force is an agency of the Home Office responsible for securing the UK border and for controlling migration at ports and airports across the UK and overseas. One of Border Force's key strategic objectives is to deter and prevent the entry of individuals and goods that would harm the national interest. BF are interested in understanding the latest capabilities and technologies in the following systems: 1.Fixed Detection Systems for ports of entry (Maritime Ports, Airports, Rail Terminals), to scan vehicles, containers, and passengers. 2.Mobile Detection Systems that provide a flexible, rapid, response capability that can be used as back-up to fixed systems and/or can be used to provide screening capability in other areas (e.g. at smaller maritime ports or air fields). 3.Portable Detection Systems that can be used/deployed where access is limited or difficult (examples could include for example, using to screen smaller aircraft and boats), or where closer inspection is required. 4.Software for RN data interpretation and analysis e.g. sources and their uses / threat posed.

This is Soft Market Test Exercise (SMT). The aim of this exercise is to engage with suppliers in informal discussions related to the above and to: 1) Understand the optimum way of packaging services to facilitate bids from a wide cross section of the supply market, including charities, social enterprises and Small and Medium Enterprises (SME's) and new entrants to the market; 2) Deliver Value for Money to the Home Office and reduce through life cost of manufacturing and maintaining the equipment in question. The Home Office needs solutions that reduce costs but that also deliver quality of service; 3) To assist the Home Office to develop appropriate procurement documentation; 4) To test whether the market has experience of being involved in and delivering similar project to engage with suppliers in informal discussions related to the above and to. This project will be managed electronically via the Home Office's eSourcing Portal (JAGGAER). To participate in this procurement, participants must first be registered on the eSourcing Portal. If you have not yet registered on the eSourcing Portal, this can be done online at https://homeoffice.app.jaggaer.com by following the link 'To register click here'. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Portal, a registered user can express an interest for a specific procurement. This is done by emailing ewa.klimek@homeoffice.gov.uk (UPDATE THIS SECTION). Please note in order to have access to the Soft Market Test document suppliers will have to complete Non-Disclosure Agreement (NDA). Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered supplier; and the name and contact details for the registered individual sending the email. The eMail will be processed and then the buyer will enable the supplier to access the procurement online via the eSourcing Portal. The registered user will receive a notification email to alert them once this has been done.
