Description
To secure additional Psychiatric Intensive Care Unit (PICU) capacity within West Yorkshire to mitigate the impact of a COVID outbreak, support the inpatient beds to operate at reduced occupancy and to build capacity into the system in order to strengthen Infection Prevention and Control measures.
Total Quantity or Scope
To secure additional Psychiatric Intensive Care Unit capacity within West Yorkshire to mitigate the impact of a COVID outbreak, support the inpatient beds to operate at reduced occupancy and to build capacity into the system in order to strengthen Infection Prevention and Control measures. CYGNET Healthcare is the only independent sector provider of Psychiatric Intensive Care Unit beds in West Yorkshire. Health Commissioners within the West Yorkshire Integrated Care System (ICS) have existing contracted service capacity. COVID and social distancing has forced the ICS to operate at reduced occupancy. Throughout the pandemic, demand has continued to grow for this area and has necessitated the purchase of additional capacity. The commissioners want to secure capacity within West Yorkshire to prevent out of area placements. The Commissioners are only aware, with their best endeavours, of a single provider who has such available capacity within West Yorkshire.

Indicators
Legal Justification
CYGNET Healthcare is the only independent sector provider of Psychiatric Intensive Care Unit beds in West Yorkshire. The West Yorkshire Mental Health Trusts considered the feasibility of re-purposing an existing NHS facility to provide the additional PICU beds but it was deemed unfeasible due to estate and workforce constraints
