The estimated value in II.2.6) above includes; an initial contract period of 2 years, plus an option to extend for 36 x 1 month periods (3 years). The value also includes a potential increase in services of 20 %. Please note this tender is the reopening of the Dynamic Framework Agreement (DFA) original tender number 3078797. In accordance with its terms and conditions the DFA is now being reopened for new entrants to be admitted under the same requirements as the original tender exercise. Providers currently awarded to DFA 3078797 should not respond to this opportunity, this is for new entrants/providers only. Social care services such as the provision of primary care talking therapies are classified under the Public Contracts Regulations as social and other specific services and fall within those services listed in Schedule 3 to the Public Contracts Regulations. This tender is therefore subject to the provisions of section 7 of the Public Contracts Regulations otherwise known as the ‘Light Touch Regime’. As such, new entrants will be allowed to apply to join the DFA. The DFA will be further reopened on an annual basis. Providers/applicants seeking admission as a new entrant to the DFA will be required to complete the same process as the original competition to ensure equal treatment and transparency. In section I.2), it is stated that this procurement is a joint procurement. This is not a joint procurement it is operated by BSO PaLS on behalf of the Belfast Health and Social Care Trust.
