Legal Justification
Measures to control and contain the spread of the Covid-19 pandemic are continuing to cause significant disruption for Scottish public sector organisations and office equipment suppliers. Non-critical public sector buildings remain closed as staff continue to work from home and it is uncertain when public sector staff will return to work and at what capacity. This is having a significant adverse effect on framework suppliers’ ability to predict the scale and scope of future demand for equipment and associated services. The extension of the framework for up to 12 months to June 2022 will provide the authority sufficient time to develop documents for the replacement framework and will commence the procurement process at the earliest opportunity taking into account market conditions, the needs of Scottish public sector organisations and the outcome of supplier and stakeholder engagement activities.
