Description

Rhondda Cynon Taf established the RCT Resilient Families Programme in 2017 to demonstrate its commitment to the wider early intervention and prevention agenda and engage the Council’s public, private and third sector partners in and secure their commitment to the agenda in line with the principles of the Social Services and Wellbeing (Wales) Act 2014 and The Wellbeing of Future Generations (Wales) Act 2015. The Resilient Families Service was established in 2018 to provide direct support to families requiring early intervention and intensive intervention as part of the Integrated Family Support Framework. Sat within Children’s Services and delivering enhanced Team Around the Family functions the Resilient Families Service provides the mechanism by which a single approach to delivering multi-agency family support is achieved in RCT. The RCT Integrated Parenting Framework provides a structure for the delivery of parenting support services in RCT. The Framework established in 2017 and revised as a three-stage model in 2020, groups parenting support interventions within 3 distinct levels: informal, formal and specialist. Rhondda Cynon Taf is commissioning the delivery of parenting support interventions at: Levels 1 - Informal Parenting Support Levels 2 - Formal Parenting Support Levels 3 - Specialist Parenting Support, of the Framework, including the delivery of a Parenting Plus Team to operate as part of the Resilient Families Service.

Lot Division

1 Informal Parenting Support

This level of intervention is concerned with the provision of informal structured parenting activities provided face to face in community settings and accessible online. This open access support will be delivered in a range of formats including online resources and materials, one off events or weekly sessions that parents can join whenever they choose at a time convenient to them. Based on our experience and success of providing virtual parenting support during the Coronavirus pandemic, the provision of online support will continue to be available to parents requiring information advice and guidance on topics such as: Social isolation Confidence building Peer support Language development Newly mobile babies Weaning Breastfeeding Child development Health promotion Behaviour support

2 Formal Parenting Support

This is targeted practical support to apply learning in the home environment and will be accessed via a referral to the Resilient Families Service. Offering specific bespoke support to families as part of a planned intervention, direct support will be available on issues such as: Behaviour management Child development Social isolation Play and learning Relationship support Practical child care skills Peer support Boundaries and routines Parenting children with additional needs

3 Specialist Parenting Support

This is concerned with the provision of specialist support for families where home situations are complex and will be accessed via a referral to the Resilient Families Service. Offering specific bespoke support to families as part of a planned intervention to increase their skills and confidence to provide buffering protection and support for their children, direct support will be available on issues such as: Adverse childhood experiences Domestic abuse Substance misuse Mental health Child on parent violence Complex additional needs Attachment Developmental trauma Traumatic events such as imprisonment, deployment, bereavement, assault Developmental delay and stimulation
