The purpose of this tender exercise was to establish a framework for the provision of supply and installation of external wall insulation, render systems, internal wall insulation, builders and ancillary works for high and low rise programmes that EEM members can call off from. The framework has been split into the following lots: Lot 1: Supply and installation of external and internal wall insulation, render systems and associated works ( 30 Properties); Lot 2: Supply and installation of external and internal wall insulation, render systems and associated works (30 Properties). Due to the geographical spread of our members the framework has been split into the following geographical lots: — Sub-Lot 1: Derbyshire and Nottinghamshire, — Sub-Lot 2: Leicestershire and Northamptonshire, — Sub-Lot 3: Lincolnshire, — Sub-Lot 4: West Midlands, — Sub-Lot 5: Greater London, — Sub-Lot 6: National Coverage.

Legal Justification

With the imposition of significant business restrictions it is clear that many organisations within this market have been impacted by the current pandemic, as this is a key framework for EEM in light of the current Government funding, we intend to extend the current framework under Regulation 72(1)(c) for a further 8 months. We believe this will help businesses continue to deliver services and goods to our members and reduce the pressure on the supply chain at this critical time. Requesting businesses to complete lengthy and complex tenders over the coming months may divert resources away from supporting the Public Sector; something we wish to avoid.
