Description
EEM have appointed main (management) contractors to manage the delivery of new homes. The framework will include the management of housing schemes and sites including the erection of homes manufactured off-site and delivered to and erected on site including modular homes and homes constructed using frames and panels. Works include the construction of homes utilising brick and block and other on site construction methodologies including, but not limited to, prefabricated floor and roof cassettes and dormers. Projects will involve a range of standard house types including homes, (flats, houses, bungalows, etc.) for social/affordable rent, shared ownership, market rent, for outright sale, for a combination of these and other tenures. Projects may include homes and ancillary buildings, which may be retail commercial mixed use or specialist in type or nature. Management contractors will be required to manage all aspects of site construction including, but not limited to, demolition, site infrastructure services, roads, pathways lighting, landscaping, brickwork, roofing, insulation and all other works including but not exclusively first and second fix and internal fit out. The EEM consortia members have requirements predominantly within the Central East of England but not exclusively so and may in the future have requirements in other parts of England and Wales. Both consortia are owned by RP's (Housing Associations, ALMO's and Local Authorities) and have large scale membership. Both have successfully delivered a range of materials and works contracts for their members over the last 4 years.

Legal Justification
With the imposition of significant business restrictions it is clear that many organisations within this market have been impacted by the current pandemic, as this is a key framework for EEM, we intend to extend the current framework under Regulation 72(1)(c) for a further 8 months. We believe this will help businesses continue to deliver services and goods to our members and reduce the pressure on the supply chain at this critical time. Requesting businesses to complete lengthy and complex tenders over the coming months may divert resources away from supporting the Public Sector; something we wish to avoid.
