Description
The Department of Health and Social Care (DHSC) has awarded multiple contracts for the supply of pharmaceutical products for a UK stockpile of end of life care medicines, intensive care unit (ICU) medicines and antibiotics. The Department of Health and Social Care are managing the procurement on behalf of Public Health England.
Total Quantity or Scope
The Department of Health and Social Care conducted an accelerated open procedure procurement exercise under the Public Contracts Regulations 2015 (as amended) to source additional pharmaceutical products for a UK stockpile of medicines in response to Covid-19. The stockpile covers additional ITU medicines, antibiotics, and end of life care medicines. The contract period is for 11 months .

Legal Justification
The Covid-19 outbreak gave rise to an urgent need for DHSC to create a stockpile of medicines suitable for use in the Intensive Treatment Unit and End of Life facilities in order to be in a position to treat the population as required in case the Covid-19 outbreak escalates suddenly. This did not give DHSC sufficient time to comply with the standard open procedure time scales for this procurement. DHSC considers this to be a state of urgency which it has duly substantiated. Accordingly, DHSC has used the accelerated time limits permitted under the Public Contract Regulations 2015 (Regulation 27(5) for the open procedure) in respect of this procurement.
Other Information
The contracts are for the benefit of the Authority and NHS Bodies along with any other non-NHS bodies which are necessary for the delivery of services or goods to NHS bodies and the local authorities, othergovernment departments or nondepartmental public bodies charged with the delivery of healthcare or health-relatedservices in the United Kingdom, Crown Dependencies and British Overseas Territories including, without limitation, theNational Assembly for Wales, the Northern Ireland Assembly, and Scottish Ministers.
