Description

The Council is seeking to establish a Dynamic Framework Agreement (DFA) - (under the Light Touch Regime – Schedule 3 Public Contract Regulations 2015) for the provision of Living Well At Home Services (LWAH) which will include, Reablement and Homecare, Homecare only and Extra Care Housing. Tenderers are invited to tender for inclusion on the DFA. The Dynamic Framework Agreement will be for an initial term of four years (2021 - 2025) with an option for the Council to extend for up to a further three years (2025 - 2028). The new contracts are anticipated to commence in August 2021. Concurrently, the Council will also be awarding call off contracts for Reablement and Homecare (Lot 1A) and Extra Care Housing (Lot 2A). These will also be for an initial term of four years (2021 – 2025) with an option for the Council to extend for up to a further three years (2025 – 2028). The DFA will have the flexibility to include additional and complimentary services, during the life of the Dynamic Framework Agreement in line with Regulation 72 of the Public Contract Regulation (2015).

1 Reablement and Homecare

Delivery of Reablement and ongoing Homecare by the Strategic Partner within the respective zone. There are 5 zones in total.

2 Homecare
  • Value: £64M

Delivery of Homecare by the Zonal Partners within the respective zone. There are 13 zones in total.

3 Accredited Partner List (APL)

Delivery of Homecare by the Accredited Partners within the respective zone. There are 13 zones in total. Please note Lot 1C APL will only be active from Year 2 of the Dynamic Framework Agreement (DFA). Applicants will be able to join the APL at any point following the establishment of the DFA, subject to meeting the criteria specified in the tender documents.

4 Extra Care Housing
  • Value: £26M

Delivery of Extra Care by the Strategic Partner to all schemes within the respective cluster. There are 4 clusters in total.

Other Information

The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such the full regime set out in the regulations will not apply to the award of the framework contracts. Consequently, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. For the avoidance of doubt this means that the Commissioners have not adopted the open procedure (as such term is defined in the regulations) for the undertaking of this procurement process. The fact that in this Contract Notice at SectionIV.1) the field/box relating to type of procedure may default to the term ‘Open’ does not mean that this procedure is being followed by the Commissioners. Estimated Contract Values: Please note that the figures provided in the main body of this notice are indicative, given that these services are demand led. It is envisaged that the range for the Lots, could be as follows - Lot 1A - Reablement and Homecare: £100,656,092 - £110,721,700 Lot 1B and 1C - Homecare (Zonal Partners) and Homecare (Accredited Partners): £64,118,340 - £75,530,200 Lot 2A - Extra Care Housing: £25,700,000 - £27,400,000
