Description

The London Borough of Hackney Children and Family Services has reviewed and redesigned its supported accommodation pathway for looked after children, care leavers and single homeless young people aged 16-21 to meet the changing needs of young people. The London Borough of Hackney is therefore seeking to work in partnership with suitably qualified and experienced providers to deliver support accommodation services for its young people. The successful providers will be expected to be flexible and responsive to a diverse client base ensuring that the young people are at the heart of the service. The pathway consists of: • Lot 1: Assessment Service • Lot 2: Progression - A specialist service for 16–17-year-olds • Lot 3: Progress Services 18+ • Lot 4: Young Parents • Lot 5: Move On. The eventual contract will be awarded for five (5) years with the option to extend services for a further two (2) years. The estimated total value over the seven (7) year period is £14,493 million. It is intended that the new contracts will commence 1st February 2021.

Lot Division

1 Assessment Service

The service will provide assessment based accommodation and support service to: - 16-21 year olds at risk of homelessness who may have additional support needs and levels of risk. - 16-17 year old looked after children where there is not already an understanding of their independence skills and / or support needs. - Care Leavers aged 18-21.

2 Progression - A specialist service for 16-17 year olds

The service will provide supported accommodation to young people who are looked after and aged 16-17. Not all young people would have been through the assessment stage. Young people who are known to Hackney Children and Families service will be referred to this part of the pathway as there would already be an understanding of their needs and care history.

3 Progression 18+

The service will provide supported accommodation to young people who are looked after, care leavers and single homeless young people aged 17.5-21. Young people living in this stage would mostly be over 18, however service providers will accept young people aged 17.5 to minimise the number of moves a young person experiences.

4 Young Parents

The service will provide supported accommodation to single young parents aged 16-21 who are either at risk of homeless or have additional support needs or levels of risk. Young parents accessing this service could be: - Care leavers aged 18-21 who are also vulnerable parents - Looked after young people aged 16-17, who are also vulnerable parents - Single homeless young parents aged 16-21.

5 Move On

The service will provide supported accommodation to young people who are Care Leavers aged 18-21.
