PLEASE NOTE : this is a re-issue of Contract Award Notice FEB405410. Due to a technical issue, the original notice was not published on Find a Tender Service (FTS), and as such has been re-issued. The City of Edinburgh Council has procured a service which will deliver a school holiday service to a small number of children and young people with a moderate to severe learning disability, throughout the year. These children display challenging behaviour and are, currently, unable to be supported into Mainstream Holiday Activity Programmes.

Legal Justification

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. Due to the specific needs of the children and young people who receive this service and the highly specialised skill set required to care for them, the supply market for this service is limited. As such it was deemed to be in the best interests of the children and young people to award this contract to ensure continuity of service.
