Legal Justification

The Covid-19 outbreak has given rise to an urgent need for the supply of a Laboratory Information Management System (LIMS) for the Lighthouse Lab in Glasgow (LLIG). The current system is under contract to the Department of Health and Social care (DHSC) and has now expired. This is operating on a rolling contract basis. The University is now required to procure its own LIMS system for longevity of the LLIG and this has to be in place by 1 February 2021 when the current rolling agreement with the DHSC will no longer be available to the University. This does not give the University sufficient time to comply with the standard open procedure timescales for this procurement. The University considers this to be a state of urgency which it has duly substantiated for the purposes of using the accelerated procedure. Accordingly, the University is using the accelerated time limits permitted under the PC(S) 2015 Regulation 28(5) in respect of this procurement.
