The official awarded contract title is ‘Agreement for the Reservation of Manufacturing Capacity and Production, and the Supply of Vaccine during a Pandemic’ The corona virus disease (Covid-19) is a serious infectious disease which poses a risk to life. The WHO Director General characterised Covid-19 as a pandemic on 11 March 2020, by this stage Europe was at the centre of the pandemic. The contracting authority has focused the majority of its internal resource on the pandemic response. This has meant that important procurement exercises could not be completed. The procurement to replace the existing Agreement, which is a complex procurement process, is one of such affected exercises. Therefore, this extension will give the contracting authority sufficient time to organise and resource the procurement. This need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen as the magnitude of the pandemic and its effect on the internal resources of the Contracting Authority could not have been foreseen; further, the modification does not alter the overall nature of the contract and the increase in price does not exceed 50 % of the value of the existing Agreement.
