Description

Collection of co-mingled dry recyclable materials (paper, plastics and glass) from transfer station. Transportation to providers Materials Recycling Facility for sorting and recycling.

Total Quantity or Scope

Dry recyclable materials are collected from a transfer station located in Great Dunmow, Essex where they are deposited by Uttlesford District Council following doorstep collection. Materials are then bulked and transported to the providers MRF for sorting and recycling

It was intended that the Council would attempt to re-test the market in 2020 but uncertainty within the materials markets due to EU Exit, Covid-19 and to some extent the Government's draft Resources and Waste Management Strategy have made it a very difficult time to procure services. As well as the impact of Covid-19 on the global economy, there have been significant changes in the composition of waste produced during 2020 and continuing into 2021 that have yet to stabilise. For example overall volume of waste collected has grown by around 10% and the proportions of materials have also changed dramatically with a large increase in cardboard packaging for example. This is thought to be as a result of the changes in shopping habits associated with the various national and local 'lockdowns'. As a consequence, the Council considers a two year extension to the current contract (1 year plus an option on a further year depending on market conditions) to offer best value at the current time
