Legal Justification
Previous testing of the market has not resulted in any suitable expressions of interest as the requirement for previous experience in consumer advice and personal money advice services (which would be required as a minimum should we go out to open tender) would not be met. This follows several previous tendering exercises where only the incumbent supplier submitted an offer.
Other Information
The Comhairle has consistently recognised the need for an independent Citizens and Money Advice Service within the Outer Hebrides and over the years has funded money advice and citizens advice services through a third party. The Comhairle requires that the provider will: — provide a general information and advice service to the public throughout the Western Isles local authority (Comhairle nan Eilean Siar) area, with fixed premises in Stornoway, Castlebay, Tarbert and Balivanich; — provide a welfare benefits, housing advice, homelessness advice, debt advice and general advice service to the public throughout the Western Isles local authority area; — provide a specialised money advice service to the general public throughout the Western Isles local authority area; — provide an appropriate bilingual service; — observe, and operate to, the quality standards required for membership of Citizens Advice Scotland or equivalent standard; and — attract and apply for external funding to support related advice activities.
