Clarion Futures Money & Digital Team is sourcing for a supplier to provide a fulfilment for our household grants awards to residents by authorised staff via a digital portal. These include but are not limited to domestic appliances, fuel and food grant awards and beds
Total Quantity or Scope
This VEAT is to notify contractors of the intended award to Charis Grant Ltd. They are the only providers in the in UK who offer this service and have order portal technology, and are able to provide the service on a national level. Clarion Futures require a single company to fulfil our household grants through a digital portal (including food, fuel, white goods, beds and other potential goods and services). The process should be complete, with a supplier to be in a position to launch from 01 June 2021 (there is flexibility to this date) to ensure a smooth transition with no loss in service.

Legal Justification
Clarion Futures commissioned GRE Consulting to undertake a short Feasibility Study to explore the practical options for implementing such a crisis scheme that offer temporary relief to households in financial crisis and how it could be used to increase the chances of positive behaviour outcomes being achieved through its Money Guidance service. This feasibility study provides the contextual research and consultation undertaken with other leading social housing providers, local authorities and fulfilment providers already delivering similar schemes as well as studies on this subject matter. The background has been used to inform the development of a series of recommendations for the proposed emergency food and fuel scheme. The Support Fund has been in existence since 2015; during this time, we have run separate procurement exercises for white goods, fuel vouchers and beds. These have produced limited interest from suppliers. We constantly monitor the market and keep abreast of developments in the housing sector to ensure our services are value for money and sector leading; to date we are unaware of other providers in the marketplace who could fulfil all of these requirements. Clarion Futures have identified one supplier who would be able to provide requirements with support from their supply chain/sub-contractors. Charis Grants Ltd is currently supplier for food vouchers, but early supplier engagement indicated that Charis could act as key supplier. If no response received from other organizations, then we will be entitled to direct award to the supplier of choice Charis Grants Ltd.
