Brighton and Hove City Council and East Sussex County Council, in collaboration with the Office for the Sussex Police and Crime Commissioner, have awarded contracts for the following services: Lot 1 – A Domestic Violence and Abuse Specialist Victim Support Service for Brighton and Hove; Lot 2 – A Domestic Violence and Abuse Specialist Victim Support Service for East Sussex; Lot 3 – A Rape and Sexual Violence Specialist Support Service across West Sussex, Brighton and Hove and East Sussex; Lot 4 — A Stalking and Harassment Specialist Support Service across Brighton and Hove, East Sussex and West Sussex; and Lot 5 — A Domestic Violence and Abuse Refuge and Strategic Partner for Brighton and Hove.
Lot Division
1 | A Domestic Violence and Abuse Specialist Victim Support Service commissioned for Brighton and Hove City Council To provide an advice and support service to any person, regardless of gender, aged 16 years and over experiencing domestic violence and abuse in Brighton and Hove. Brighton and Hove City Council is seeking to establish a robust, accessible and flexible support service which will deliver holistic, person centred and trauma informed support and outreach provision including in primary care settings specifically in a local hospital setting. The service provider will follow good practice and work in partnership with stakeholders in the local community and with the Commissioner to drive forward and deliver services which continue to meet the highest standard and which reflect local need. A service will be offered to children younger than 16 years (should legislation require it) who are identified by children’s, youth or education services as having experienced violence or abuse in peer relationships and are referred by Children’s Services, in conjunction with appropriate statutory interventions. |

3 | A Rape and Sexual Violence Specialist Support Service for West and East Sussex County Councils and Brighton and Hove City Council commissioned by the Sussex Police and Crime Commissioner A strategic partner was awarded to deliver a safe and effective rape and sexual violence support service for Sussex, and to develop and deliver a new operating model that supports this Pan Sussex approach. The successful provider will deliver services according to the specification in years one (1) to two (2) whilst participating in a multi-agency system partnership redesign to develop a new operating model, leading to contract variation and implementation of the new model from year three (3). A service will be provided to people aged 14 years and over who reside in Sussex (Brighton and Hove, East and West Sussex). The service can also provide support for children aged under 14 years who reside in ‘The Area’, where they have been identified by children’s, youth or education services as having experienced sexual violence or abuse; however this can only be at the request of children’s services, and any support provided must be offered in conjunction with statutory interventions. |
4 | A Stalking and Harassment Specialist Support Service across Brighton and Hove, East Sussex and West Sussex commissioned by the Sussex Police and Crime Commissioner The service will be provided to people aged 16 years and over, who reside in Sussex. The service can also be provided to children and young people aged under 16 years should legislation require it; or otherwise only at the request of children’s services, and any support provided must be offered in conjunction with statutory interventions. |
5 | A Domestic Violence and Abuse Refuge and Strategic Partner for Brighton and Hove commissioned for Brighton and Hove City Council A strategic partner was awarded to ensure the provision of safe and effective accommodation-based support for all people affected by domestic abuse and, during Years one (1) and two (2), work with the respective Commissioners and partner organisations to support the development and delivery of an alternative operating model which better supports the introduction of the new duty proposed in the Domestic Abuse Bill, realises the outcomes specified in the Pan Sussex Strategic Framework for Domestic Abuse and Sexual Violence and Abuse. It is anticipated the new model(s) will be in operation from Year three (3). |
