Description

An award of contract has been made for the provision of an extra care scheme for adults with a learning disability and/or a mental health diagnosis who meet Neath Port Talbot County Borough Council’s (‘the Council’) eligibility criteria for support. The specification relates to the delivery of an extra care service for up to five (5) individuals in the Port Talbot area. The Council recognises that the accommodation is a longer term scheme which will include some elements of recovery and maintaining independence for people with a learning disability and/or with mental health needs, and is a jointly funded service between Neath Port Talbot Council and Swansea Bay University Health Board. The contract period is for 5 years with the option to extend up to a further 3 years subject to mutual agreement and performance. See Section II2.4). Total Quantity or Scope

An award of contract has been made by Neath Port Talbot County Borough Council to commission an extra care scheme in the Margam area of Port Talbot. Five individuals have been identified to take up tenancies within the property which consists of 5 self-contained flats, staffing areas and communal areas. The service will consist of a mix of 24 hour support within the building and additional floating support for targeted 1.1 care and support. The type of service to be delivered to residents will be a mix of personal care as well as support for people to develop and maintain their daily living skills and independence. The contract will be for a period of 5 years with the option to extend by a period, of up to a further three years. As the service is new, there will be no TUPE requirements. Transforming learning disability and mental health services remains a key priority area for the Council where the authority continues to change the way it delivers support by adopting more flexible, contemporary models that focus on independence, choice and control for those having support. This means placing people in models that better suit their needs and engaging positively with providers that can deliver support in way that is consistent with this agenda. This transformation work is ongoing and will involve the commissioning of a wide range of new innovative models and services over coming years, and in meeting this need, the Council welcomes providers who are confident and able to deliver support in a way that is consistent with these principles. The Registered Social Landlord (RSL) for the property will be Tai Tarian and the provider will be required to maintain a Tri-Partite agreement with the landlord for the duration of the agreement. The Tri-Partite agreement is essentially a three way management agreement.
