Description
Leeds interim leaving care and vulnerable young people accommodation and support (16-25 years) framework agreement. This interim framework arrangement was put in place to support Leeds City Council in its statutory duty to provide support and accommodation for care leavers and vulnerable young people (16-25 years) while a wider review of its commissioning arrangements to meet the needs of vulnerable young people and care leavers through the Housing Related Support Review (HRSR) was taking place. The aim of this commission is to ensure that one service meets the full range of accommodation and support needs of vulnerable young people and care leavers in Leeds. It is not expected that this new commissioning arrangement will be in place until 2020. The original procurement covered 3 lots: • group living (lot 1), • supported tenancy (lot 2), • floating support (lot 3).

Legal Justification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU) Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The Leeds interim framework agreement commenced on 19 December 2018 and was extended up to 31 July 2020, there are no further opportunities to extend. The Covid-19 pandemic has impacted on the OWL service reducing the number of move on options available for those young people currently in service who are ready move on to full independent living; this has caused a bottleneck and reduced capacity for those needing to move in to service. As a result this contract needs extending to ensure the local authority can continue to meet its statutory duty. The requirement for the modification to the Leeds Interim Framework.
