Description
Provision of an emotional and mental health support service for children and young people (CYP) in Harrow, up to the age of 18 or 25 for CYP with special education needs and/or disabilities.
Total Quantity or Scope
The service will: - deliver a targeted emotional health and wellbeing service in Harrow that is community based with outreach to schools that provides appropriate, early intervention; - complement and work closely with relevant services to ensure that children and young people are seen holistically; - provide short to medium term therapeutic intervention, with an ethos that encourages choice by putting children and young people at the centre; - ensure that children and young people's engagement and participation is fundamental to the delivery of the service; - provide counselling, information, advice and guidance on recovering and rebuilding family relationships to Harrow children, young people and their parent/carer Offering support to children and young people in Harrow who need help to improve their emotional health & wellbeing.

Legal Justification
The contracting authority has assessed the supplier to be the only feasible, capable and affordable solution to ensure continuity of these essential children's support service within the local footprint of the CCG, building on existing infrastructure, local assets and knowledge and using the investment to ensure optimal system sustainability both in terms of workforce resilience, and within the finite financial resources available at this time. Observing its obligations under the NHS (Procurement Patient Choice and Competition) (No.2) Regulations 2013, the CCG has assessed the appropriateness to award the contract directly through a non-competitive process to secure high quality children's support services for Harrow children and young people. This process will achieve a critical balance between meeting the service requirements and ensure continuity of safe services within an ongoing COVID pandemic incident and satisfying necessary assurances that the provider has the capabilities to provide high quality services to local patients. During this interim contract period, the CCG will review and assess its future commissioning requirements.
Other Information
This is a 1 year contract from 1st April 2021 until 31st March 2022, with rights reserved for this to potentially be extended for up to a further 12 months until 31st March 2023. The contract value of £1.1m is the maximum potential value if the contract is extended. The annual contract value is £550,000 The service has been in place for 4 years and is delivering high value for money and quality support to children and young people. NHS Harrow CCG has been the contracting authority. Along with 7 other NW London CCGs, Harrow will form part of the new NHS North West London CCG from April 2021. NW London CCG needs time to review and agree its future commissioning for this and other related children's services. As such, there is a need for this essential service needs to continue for into the coming 2021/2022 year to afford the new CCG sufficient time to complete its review. The 1 year contract is worth £550,000, with rights reserved to extend this for up to a further 12 months if necessary.
