Total Quantity or Scope

The wind tunnel is the largest piece of capital equipment for the New Engineering and Design Facility (NEDF) and is considered by the project as integral to the facility. Following a successful Industry Day, the increasing impact from COVID-19 on the NEDF programme and sequencing of the wind tunnel procurement once remodelled demonstrated that were the University not to adopt the negotiated procedure without prior publication, certainty of solution would not be achieved within the necessary time-frames. This urgency otherwise precluded the use of more traditional procedures (open or restricted tenders) under the public contract regulations.
