Description

Proposal to build a multi-use teaching and research building using the innovative CobBauge method and to develop a multi-use garden outside the Sustainability Hub at Kirkby Lodge. The project extends the collaborative space for sustainability research, education and partnerships working providing learning spaces and sustainability research. It is anticipated that the CobBauge building will serve as an 'advertisement' for current research at University of Plymouth, and will encourage visiting student applicants to study at the University. Project also includes a high level of academic collaboration with the Faculty and a research project that is linked with a Normandy-based co-partner. The intended concept building utilises industry standard materials, although incorporates two layers cob (traditional material) composite walling. Intended build location is Kirkby Lodge carpark, which will remove carparking (including disabled spaces) to this area. Faculty business case, with AECOM £636k anticipated budget cost, previously submitted to Capital Programme Committee entitled 'Sustainability Hub Gardens and CobBauge Building' by Professor Iain Stewart, Professor Steve Goodhew (UEG Sponsor: Kevin Jones). CPC agreed in May 2020 that project could proceed based on allocated £500k CPC capital funding, with remaining £136k obtained from inter-reg" match funding. Project referred back to Capital Programme Committee due to changes to the agreed funding streams, as the Faculty indicated that the match funding was no longer available. In November 2020 CPC indicated that capital funding would be reduced to £450k that would cover all project costs and instructed that the work activity should proceed as soon as possible to enable planning application to be submitted at risk to Plymouth City Council. Client meetings held from November 2020 to confirm Client Brief and Project Initiation Document (refer to Project Share for narrative). Faculty wishes project to be completion for September 2021, which involves a very tight design, tender, construction and handover programme. The programme will need to be regularly reviewed at the weekly project meetings.
