Description

The University seeks to establish a Framework Agreement for the provision of design consultancy and advisory services for both construction and sustainability professional services. The University seeks consultant(s) who will work collaboratively with the University and other team members and comply with the University’s procedures to ensure that the following are achieved; - The space and functionality standards are achieved - The operational functionality meets or exceeds end users expectations - Ensure the capital/maintenance project achieves best value and is delivered within the budget threshold - Work with the University to ensure the whole life costs are affordable and provide life cycle costings - Ensure the design is sustainable and meet or exceed the University’s sustainability targets - Work with the Consultant to ensure the delivery of the project is achieved with minimal impact by the adoption of soft landing techniques. - Use of Common Data Environments for design collaboration, contract administration and quality management, including BIM - Development of designs which allow safe and easy maintenance solutions and will fully align with Estates Services design guides and other relevant user specifications This Framework Agreement is intended to comprise of 12 Lots, please refer to the Lot description for each Lot for full details.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Amendment to Contract Notice Update to Section III.1.2 Economic and Financial Standing of the Contract Notice SPD 4B.4 Bidders are advised that financial information should be completed within the Financial Assessment Spreadsheet for the preceding 3 years audited accounts. SPD 4B.5.2 Motor Vehicle Insurance: 5,000,000 GBP for Property Damage, and unlimited in respect of Third Party Injury. Bidders are advised this insurance shall be required where it is applicable, if this insurance is not applicable such as noted above please note this within your response. If the bidder uses hire vehicles, please provide a copy of this insurance if available at the time of tender. Update to Section III.1.3 Technical and Professional Ability of the Contract Notice 4C.6 Minimum Requirement Lot 10 Project Management: The University, as with a significant number of other public sector bodies will be utilising the NEC 4 suite of contracts to deliver the capital and maintenance projects through this framework. As a result we will require that the Lead Project Manager be suitably qualified and have successfully completed the NEC4 ECC Project Manager Accreditation. Alternatively where Project Managers do not hold the NEC4 accreditation, Project Managers can evidence the NEC3 equivalent and have or will be undergoing the NEC3 to NEC4 ECC Project Manager Accreditation extension within 5 years of obtaining the Accredited Project Manager status. Lot 11 Sustainability Advisor: The University acknowledge that practitioners in the Sustainability Advisory role may join this field through a number of varied routes for example, but not limited to Civil / Environmental Engineering, Building Services Engineering, or a biology based scientific discipline. With this in mind bidders are required to demonstrate that the professional qualifications held by managerial staff are suitable educational qualifications, staff shall be Degree educated within an environmental or related engineering or science equivalent and may evidence Post Graduate qualifications in an environmental or related engineering or science equivalent along with appropriate professional qualifications and membership of suitable professional bodies such as chartered status as a CEnv Chartered Environmentalist.
