Description
CT2793 looks to procure support and mental health services for children, young people and the community across Edinburgh. The procurement will be split into 2 lots, looking at locality provisions and city-wide supports. Lot 1 contains 9 sub-lots covering the City of Edinburgh using local communities. Lot 2 addresses 3 areas of adversity, to be supported city-wide. It is anticipated the funding will last for up to 5 years. However, total budget for the whole procurement is dependent on Scottish Government Funding and therefore is subject to change.

1 | Locality Provision for Universal Mental Health Support
City of Edinburgh Council is launching a procurement for additional mental health support and services for children and young people (ages 5-24 [26 among care experienced]) across the city. Scottish Government announced funding in September 2020 for councils to meet the following objective: ‘Every child and young person in Scotland will be able to access local community services which support and improve their mental health and emotional wellbeing. Every child and young person and their families or carers will get the help they need, when they need it, from people with the right knowledge, skills and experience to support them. This will be available in the form of easily accessible support close to their home, education, employment or community.’ Providers looking to bid for a contract in Lot 1 should deliver joined-up services and increase locality support for mental health and distress. The areas identified as benefiting from a locality orientated provision through Lot 1 are Universal 5-24yr (26 if care experienced) old services, including support for: - BAME communities - LGBTQ+ service users - Family Based Projects It is currently anticipated the funding will last for up to 5 years. However, the contract length and total budget for the whole procurement is dependent on Scottish Government Funding and therefore is subject to change. City of Edinburgh Council is launching a procurement for additional mental health support and services for children and young people (ages 5-24 [26 among care experienced]) across the city. Scottish Government announced funding in September 2020 for councils to meet the following objective: ‘Every child and young person in Scotland will be able to access local community services which support and improve their mental health and emotional wellbeing. This will be available in the form of easily accessible support close to their home, education, employment or community.’ The procurement is phase two of this funding, following a grant process delivered at the start of 2021. Lot 2 is designed in light that there are some areas of need that are better addressed through a citywide approach or approaches. These Provider/s should offer joined up and holistic support to service users who will likely be in targeted groups more vulnerable to mental health difficulties or experiences resulting in distress, such as Family Adversity, Social Adversity, and Neuro-diversity. It is anticipated the funding will last for up to 5 years.
