Description
The Renfrewshire Council, as lead contracting body, is seeking to secure insurance cover (excluding broker services) for The Renfrewshire Council and other associated bodies and Renfrewshire Valuation joint Board (RVJB) through the creation of a Framework Agreement. The framework agreement is split into a number of Lots. Call Off Agreements made under each Lot will be made by Direct Award as detailed in the procurement documents. In respect of the requirements of The Renfrewshire Council and the associated bodies include The Clyde Plan ; Park Lane Developments (Renfrewshire) LLP; Paisley Museum Re-imagined Charitable Trust; And Scotland Excel.

Legal Justification
The restricted procedure has been selected as financial information required to respond to this invitation requires to be restricted to only those bodies invited to tender at stage 2 and who have met the relevant selection criteria. The accelerated procedure has been selected as Renfrewshire Council and Associated Bodies and Renfrewshire Joint Valuation Board requires replacement insurance services contracts made under this proposed Framework Agreement for contracts expiring 1 November 2021 and place reliance on the ability to reduce timelines in accordance with regulation 29(11) for the purpose of this procurement to: Stage 1 - 15 days Stage 2 - 30 days

1 -The stages of this restricted procedure is an Invitation to Participate (Stage 1) and Invitation to Tender (Initial Stage 2). 2 - Further information on stage 1 invitation to participate (ITP) can be located in the Invitation to participate Document. 3 - Further information on the stage 2 award including the Market Presentation and specification will be provided to those candidates invited to tender. 4 - Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. 5 - The estimated Framework Agreement value is 6 Million GBP based on the value of potential call off contracts to be available under it once awarded. 6 - Any contract awarded as a result of this tender exercise will be subject to Scots Law and the exclusive jurisdiction of the Scottish Courts. 7 - The Council reserves the right to utilise Regulation 72 1 (a) of the Public Contracts (Scotland) Regulations 2015 - Modification of contracts during their term to modify the length of the framework agreement and call off contract term.
