Description
This market information gathering exercise and associated questionnaire (‘Market Sounding’) issued by Network Rail Eastern Region, seeks to obtain views from across a sample of the supply chain to support development of the procurement strategy for the Control Period 7 (CP7). It is currently proposed to be undertaken in two stages, stage 1 informing and consulting, and stage 2 testing. For the avoidance of doubt, this questionnaire is not a call for competition. Any comments, indications of interest, participation, or non-participation by any organisation at this stage will not influence the process, selection, or award decision for any future possible procurement, nor will it be taken as a supplier’s committed position. Information within this document remains the property of Network Rail and may be used only for the purpose of informing a response to this market sounding exercise. **THE BELOW DESCRIPTION DETAILS THE PREAMBLE FOR THE MARKET SOUNDING QUESTIONNAIRE ONLY** Network Rail Eastern region: The Eastern Region is formed of 4 routes, Anglia, East Coast, East Midlands and North & East routes. The 2 Route Asset Management (RAM) teams are based in Stratford and York. The Delivery Unit locations are listed below: 1. Anglia (Ipswich, Romford, Tottenham) 2. East Coast (Darlington, Doncaster, Kings Cross, Newcastle, Peterborough) 3. East Midlands (Bedford, Derby, Lincoln) 4. North & East (Leeds, Middlesborough, Sheffield, York) Additional information on the region can be found at: https://www.networkrail.co.uk/running-the-railway/our-regions/eastern/ CP7 Portfolio Medium procurement objectives: - In order to provide a safe, reliable, efficient, and sustainable railway, Network Rail’s ambition is to establish a world class supply chain that builds long-term mutually beneficial relationships and encourages joint strategic development – in a fair, transparent, and consistent manner. - Eastern Region is developing the supply chain / procurement strategy to deliver CP7, with ambitions to drive greater efficiency, productivity, net zero carbon emission, value for passengers and freight users. Network Rail is focused on working with the supply chain to deliver a number of strategic business outcomes in the areas of decarbonisation, weather resilience, level crossing risk mitigation etc. - The Portfolio Medium category has traditionally been referred to as Renewals and Minor Enhancements. Examples of the work types within the Network Rail work bank includes structural renewals, earthworks, mid-life refurbishment of overhead lines, minor signalling etc - A key objective for the CP7 Portfolio Medium category of projects is to approach delivery at a ‘rail systems’ level. This means working across traditional disciplines and supply chain organisations in a collaborative way to realise efficiencies in planning the portfolio of work bank, early development, delivery, access, contracting, project management and supply chain resource for the benefit of Network Rail, the supply chain, and most importantly for the passengers and freight users. The six principles for the CP7 supply chain strategy are: 1) Rail system approach: outcome and performance-based, incentivised to outperform, encourage solutions and innovation.` 2) Behaviours: aligned objectives, create trust and transparency, early engagement and development, focus on collaboration and performance. 3) Capability: enable investment in people, technology, and equipment. 4) Productivity: standardise and productionise what we procure (packaged work and reducing variances), drive down cost of indecision and drive out layers of inefficiency. 5) Sustainability: implement Network Rail’s sustainability strategy, champion social value, working with SMEs and consider the impact on local economy, communities and environment. 6) Focussed client role: re-alignment of our traditional client and supplier relationship approach to better enable Network Rail and its supply chain partners to realise efficiencies and value. The Questionnaire: The purpose of this questionnaire is to enable Eastern Region to develop a rounded understanding of your organisation and how the differing sectors of the market might approach delivery of the Portfolio Medium. It is the first stage of the proposed market sounding, and comprises six areas: 1) General Information 2) Capability and Capacity 3) Contracting Approach 4) Experience 5) Continuous Improvement 6) Service and Packaging Options Please note: The date in section II.3 is an indicative date at this stage and is for the purpose of this market sounding questionnaire only.
