Legal Justification
A replacement framework was due to commence on 16 August 2020. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. Suppliers looking to tender were predisposed with other organisational and customer service related duties brought about directly as result of the Covid-19 pandemic. This led to their inability to tender on the basis of the originally allotted timescales. The services available via this framework are required by law and are essential products required for use by local authorities, schools and other government bodies. A continued availability of the product lots is required by all customers that utilise the framework. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
